First time I've ever seen these, and after doing some research it might be the first time for you too! I couldn't find any reference to these cards in any of my sources. The only place I could spot them online was a single example on The Movie Card Website featuring card #28 Thomas Meighan.
Thus the information I provide on this site is mostly guess work. By my best guess, and the thankful inclusion of Wallace Reid in the batch of cards I acquired, these were issued between 1921 and 1923. I might be stretching it some here, but the inclusion of the Mack Sennett Comedy cards made me think of the Stroller's Cigarettes cards from the same era, which is one of the few other places I've seen cards of Sennett's girls. So I'm going to further guess that this is a tobacco issue, though the stock is light enough that it recently occurred to me that they remind me of bread premiums as well. The backs are blank. Based on where I acquired them and the similarity with the Stroller's sets I believe that they're either an American or Canadian issue. I don't know how many cards are in the set, obviously at least 88, since that's the highest numbered card I have to show
