1916 Wills Scissors Brand 30 Actresses
These are the Orange bordered cards, Cigarette Card Values from Murray Cards also lists a more common Mauve bordered set.  These are British theatrical actresses, though as is often the case in regards to these early theatrical sets, several of the actresses did wind up doing work in film.  They measure approximately 1-7/16" X 2-1/2", have beautiful ornate orange borders around the photographs and sharp Scissors brand cigarettes backs.  Examples are shown below, followed by a complete checklist beneath the images.
